An operational file is the single live record of a job: the work, the papers, the people who must act, the cost, and the audit trail, kept together instead of split across email, chat, and spreadsheets.
Also called: the file, live file, trade file.
Most delays are not missing software features. They are a missing file: the invoice is in one inbox, the packing list in another, the approval in a chat, and the cost in a spreadsheet with no owner. An operational file is the decision to stop that split.
Customer Flow is built around that record. An import, an export, a grant, or a campus payment is one file the next shift can open without reconstructing history.
Documents, commercial terms, approvals, landed cost where trade is involved, inventory movements, and the people assigned to the next step. Country filings attach as requirements on the same record; they are not a second product.
